1. Statutory Regulatory Framework for School Education in India
Under the constitutional distribution of powers and the Right of Children to Free and Compulsory Education Act (RTE), school education boards in India function under the executive and legislative oversight of the Central Government and respective State Governments. Statutory entrance examination authorities—including the National Testing Agency (NTA), UPSC, State CET Cells, and West Bengal Joint Entrance Examinations Board (WBJEEB)—strictly mandate that candidates must possess 10+2 qualifications from legally constituted and recognized boards.

4. Official Eligibility Clause for Government & University Admissions
As per official directives issued by the Ministry of Education and state examination authorities (including WBJEEB):
"If any candidate has appeared/passed (10+2) Standard Examination from any Board/Council recognized/approved by the State Government or Ministry of Education (formerly MHRD), Government of India other than the above listed recognized Boards/Councils, he/she remains eligible to apply for competitive examinations, subject to final statutory verification and rank-based admission by the concerned institution/university."
